But Olivia did admit at their first chat to having done some digging, ex. the whole Hawkeye thing. With Armstrong's whole 'friends, enemies and close' theme going on, team Roy (or at least Roy & Riza, with their knowledge of many black ops) should have considered the possibility, at least. Whether they gave it any credit or just thought they might be getting paranoid... Well, I'll leave that up to your preference.
