You're going to decide this really was an excellent idea, because you'll like being at home AND you'll like being at work. So, yay. :)
It is my understanding that saying that an apartment features Internet access means that it's wired for internet access. Another words, DSL or cable or whatever is AVAILABLE in that neighborhood, whereas in rural areas you may not be able to get service at all. Sorry you misunderstood, but this is my understanding of such things. I think it's a kickback from the days when such things were not automatic.
And from someone with experience with California courts... While filing may only cost you $30, if the decision is against you, you may still have to pay the legal fees of your apartment complex, which can be much more expensive. Good luck.

If he sues them in small claims, which is generally where it only costs $30, they aren't allowed to bring a lawyer. The whole point of small claims is that you don't get lawyers involved. So their legal costs oughtn't to be that much.
At least, that's how it is in most of the country.
