I am not a big fan of conspiracy theories, and yet, this one seems special to me. I am sure many people are trying to work out the details as I type this

So you reckon the bombings didn't happen altogether and all was staged just to pass the CISPA? Or your assumption is that it was indeed real, but the `bad guys' told the bombers when and where to bomb? Which one depicts your reality better?
