That's terrible. It happened to me once but I was able to kill it using an application called "HijackThis". Basically, it surgically cuts open IE and lets you remove anything you think shouldn't be there. Be sure to read it's instructions/forum posts very carefully before using it because if you remove the wrong thing you could break IE, or ever worse, Window's Explorer (they're pretty the same program anyways).
That, and tell your brother that he's gotta be careful which pr0n sites he visits from now on when he uses the computer ;)
