SO I AM BORED AT WORK, CLEARLY IT'S TIME FOR AN ESSAY
Because JESUS CHRIST 17 IS A GODMODEY LITTLE THING, AND I LOVE HIM FOR IT. ♥
So, like any late-series DBZ character, 17 could probably blow up the Earth if he forgot to cover his mouth when he sneezed. In addition, we have energy manipulation and flight! Now, when I say energy manipulation? I MEAN HUGE LASER BEAMS. And occaisionally bombs. These can come from... pretty much anywhere, as it's mainly a matter of controlling where they appear; palms of the hands and his fingertips are the ones he uses most. Fingertips especially. "LOOKIT ME I'M SO POWERFUL I CAN LEVEL CITIES WITH MY PINKY uhuhuhuhuh" He can also do neat energy shields that can stand up to nuclear level explosions.
Where does all of this come from? Well, 17 basically has a power core of some kind that RESISTS ENTROPY. Because really, when you're that strong, you can make entropy your bitch. OR SOMETHING idk my bff Toriyama. That power core will never run low, which means 17 never tires. Ever. You can beat him up for days and he'll still be shooting huge energy blasts at you while whining about how you ruined his shirt oh my god D:
The side effect of this? 17 does not ping as a living creature. He breathes (probably doesn't need to as much as a regular human), and he probably has some form of a heartbeat (although I doubt it'd register as such), but if you can sense spirit or life force? Nada. This probably means he can sneak up on you very easily, as that little instinct that notices living beings getting close will not spot him at all (this is somewhat alluded to in canon; one of the other cyborgs gets within a foot or so of another character before it gets noticed).
TL;DR? 17 CAN BLOW UP THE WORLD AND PINGS AS AN INANIMATE OBJECT \o/
