However, I think you will need to tell your landlord that you'll be fostering cats, and you'll probably have to pay the fee. Foster parents can have the cats for months at a time, depending on the cat. This would be the only issue, since you're currently unable to pay your bills.

I have a a lot of friends who have fostered animals and I hear the biggest issue is really giving them away at the end of the period. So you need to be prepared for that.
