Heiwajima Shizuo had just finished grocery shopping when it started to rain. Not the normal light rain but with thunder and lightening, making people unable to walk the streets unless they had weather-proof boots on. Luckily for Shizuo, he had his rain coat and an umbrella since the clouds looked heavy and gray before he left the house
