You mean apply for it? there would be no gaurantee I would go until the whole process was gone through.

Hell yeah, apply!

And apply for the Supervisors job that you are currently doing while they try and replace the old one.

And there is nothing wrong with applying for other jobs and NOT accepting them if you decide you are happy where you are.

I need to put down an availability date, should i talk to bosses about this or just put something a little way in the future?

The supervisors role I can't really apply for as they want someone with a ticket to take over the statutory role. One possible solution was floated around was me stepping up and learning the role but having HS still as the statutory surveyor but thats not the current preferred option.
