I've run this kind of campaign before on two separate occasions, in my 'Magic is Evil' world. there's a variety of possible ways. Assuming that there is some sort of more tribal cultural arrangement (as compared to city/nations), and that there are competing tribes, each with their own rules and regulations, it seems like there's a variety of approaches

Eh, the 'facts' are really just loose ideas. I'm certainly not married to any of it, just sorta tossing things around.
