but do you reckon that DS9 had the better cut of the pie because of the static nature of the location? devoting some time for exploration of the gamm quadrant, sure, but spending a plenty on the details of the plot (things like the Holosuite speakeasy for example?)
I'm not sure if it's a strict cause->effect relationship. But I'm certain it's a factor. Because you can't just move the cast to a new location each week, you have to make do with the same "players", so to speak. This lends itself to more extended story lines and "plot" based story.
Of course, I don't think the static location is necessary for a good extended story, Farscape pulled this off pretty well I think. It just makes it easier.
