It's to keep me from working so I can rest.

However, I will have my employee do some research.

One thing I can give you is that a friend believes this to be the work of the Master. I disagree though.

The rats all seem healthy- they en't sickly, and I en't seen any dead ones. But they've lost any fear of people-they're following them around, instead.

Check the animals. If the original plague was spread by rats, this one most likely is as well.
If you follow the rats back to their homes, you may find what your looking for. This disease is not occuring naturally, and therefore somebody or something must be infecting the rats.

The original plague was caused by fleas.

The question is-Who would go through the effort of infecting rats to spread plague?

Fleas that were carried on rats. It's all relative.

That's what I'd like to know as well.

Hey! Welcome back! So, reference to what's allowed/not allowed is here

It looks like L can help (and be successful) with either of the first 2 poisons but the 3 at the end the 5 dispensors have already been 'claimed' to be discovered. Other than that, you can do whatever, so you're in the clear :).
