That sort of thing bugs me too, a lot. For me it comes down to this: if anyone on any topic is going to give a figure for anything then they have the responsibility to either a) be accurate *while citing a source*, or b) if they can't be accurate they qualify they figure with a statement. Something to the effect "I believe, I heard, I feel" whatever, something that communicates that they're not claiming it as 100% accurate.
If they have a hard figure, they should quote a source, period. Anything less is unconsciously sloppy, or consciously slimy.
