Oh! It's simple. Someone says 'truth or dare,' and you choose which you want. If it's truth they'll ask you a question-- usually something secret or embarrassing, unfortunately-- and you have to answer it. If you choose dare, they'll give you some task to complete. Also usually embarrassing. And you must do that as well.
And afterwards, having completed your choice, you get to ask them.

Someone explained it to me! You have to perform a "dare" or answer a question truthfully, then you get to dare or ask a question of your opponent.
