First of all, you MUST remember that every picture is different and even a different crop of the same scene could change the situation. So please, just play around with values ;)
OK, let's go. Take your picture, crop it and sharpen a bit.
Filter --> Sharpen --> Smart sharpen
Too darkeness here. Duplicate the layer and set the new one to screen 100%.
Ok, what's the problem now? The icon is completely washed out.
My suggestion is to play with Levels to increase contrast.
Layer --> New Adjustment Layer --> Levels.
RGB: 58 0,86 253
We're gonna increase Red with selective colors, but remember to look at your picture and find out what the image really needs.
Layer --> New Adjustment Layer --> Selective Color.
Neutrals: -34 +18 +33 0
Layer --> New Adjustment Layer --> Selective Color.
