The Doctor was simply prone to boredom.
He'd certainly been like that in the majority of his regenerations, so it was really nothing new to him, but something about having nothing to do and being alone except for a big blue box in the sky plagued him to an extent that the Doctor wasn't used to. He wasn't socially awkward, and of course danger still retained that knack for finding him whenever he set foot out of the TARDIS, but getting killed was only fun for so long when one did it alone.
The Doctor couldn't believe it, but he honestly missed how bewildered people looked when they saw the TARDIS and what it could do. He didn't know how his previous regenerations stood it, but now he longed for it, if only to mock and tease them about it. It was time for another adventure.
Something had been stirring in that mind of his for a while now, and he figured he'd give it a try. With a slight smirk, he wandered over to the console of the TARDIS and fiddled with the keys and buttons and levers until... he was off. The TARDIS landed after a moment, and the Doctor calmly walked over to the door and peered out of the window. Excellent, he thought, grabbing his jacket from the hook on the door, stepping out, and locking the door of the TARDIS behind him.
Of course, whoever saw him do such a thing probably wouldn't be as calm as he was, seeing as the TARDIS had materialized inside of a costume shop - presumably with someone working in it, but what can you do?
