With the base of the ferris wheel icon, you'll want to duplicate and set the top layer to soft light 100%.
Next paste

into a new layer and set to Multiply with the opacity to 25%. Erase the texture covering the ferris wheel and whirlie thing, so that the only effects are over the sky.
Then paste

into a new layer and set it to Multiply with the opacity to 50%. Again, erase the texture from all but the sky, to preserve the bright lights on the carnival equipment.
Now paste

onto a new layer and set it at Multiply with the opacity at 40%. Keep erasing over everything but the sky. I know, it's a pain ;)
Last texture. Paste

onto a new layer and set it at Multiply with the opacity at 60%.
There may have been a more simple way to get these effects, but that's how I did it.
To finish, paste

into a new layer and set it on Lighten with the opacity at 100%.
Flatten the image and duplicate your layer, set the duplication to Screen 42% and flatten again.
Paste

onto a new layer and set it to Darken, 50%.
Flatten the image and duplicate your layer, set the duplication to Soft Light 50%.
Then you can add white tiny text if you like, but your result should resemble this:
Not precisely the same, but as close as I could get trying to recreate the icon.

Start by duplicating the base and setting the new layer to Soft Light.
Create a new layer and fill it with the colour #04073c which looks like

and set that layer to Exclusion 100%.
Take this texture and set it to Overlay 20%
Now add

and set it to Darken 50%. Add this texture again to a new layer and set it at Multiply 30%.
Add

again and set it to Overlay 25%.
Add

and set to Lighten 95%
Now go to Layer - New Adjustment Layer - Selective Colors and adjust to the following:
Nuetrals: -3, +8, 0, 0
Whites: +16, 0, 0, +10
Cyans: +100, 0, 0, +10
Blacks: -25, 0, 0, 0
Lastly, add

again and set it to Darken 100%. If you want more of the red effects, just add a new layer and set it to Screen or Lighten and use a soft round brush to add hints of red. I screened a layer at 25% and duplicated the light texture we used.
That should produce something like this:
