You are two low-level D&D characters. One of your party members, who is a "monster" race, has been captured and is being held in the pens of the city gladiatorial arena, destined to be possibly-killed in an upcoming event. I like your sneaking-in-as-a-wolf plan. Remember you can use magic items to help you -- potion of invisibility and spider climb, hat of disguise. If the arena has other wolves in storage, they might come to your aid.

I recommend ambushing an administrator or guard off the street at night, rather than trying to get them drunk.

Note that, Rules As Written, werewolves are always chaotic evil. At some point you should verify that your werewolf buddy got special approval from the DM to play a non-evil werewolf. (As opposed to getting special approval from the DM to screw you over at an undetermined future date.)

The werewolf is you, isn't it?

That does sound a lot like a character I'd play. Actually I think I have played almost exactly one of those in the past, though not under D&D.

Hm, the characters are pretty poor right now, but I'd forgotten there are some useful inexpensive items. For karmic irony we could even use the money from selling the wolf to buy them.

I mean, I feel like the default option would be "stealth into the pens at night, avoiding the guards, and let the guy out"? It might not be the highest chance of success, but it's probably the most straightforward. The note about cheap magical items, or even just renting a wizard to cast Invisibility, also applies.

The primary problem with that is that the character with lockpicking is not the one with stealth and vice-versa, so probably at least some guards will need to be taken out outright. Ideally as few as possible as quietly as possible. I wonder if their rotation schedule could be acquired...

If stealth even works. The monsters (and large numbers of dogs) are hardly likely to be quiet about someone walking by them, which might toss any stealth-based solution. Ugh. Maybe they'll just all have terrible perception and/or be asleep.
