Eyesight was overrated. As long as he wore his sonic sunglasses, the Doctor had all the vision he needed. He could ‘see’ the world around him well enough to avoid bumping into things, and brief biological details of the people he encountered were transmitted directly to his brain. For a Time Lord, being blind didn’t have to be an impediment, even if others might not always share that opinion.
He could learn to adapt. Being sightless heightened his other senses, made him more aware of sounds, scents, sensations... Even his sense of taste was more acute. He was perfectly fine.
