Hello. Scorpinnawaynekusa has a very good idea but there is a learning curve w/ TMPGEnc Plus . The program below might be a little easier and hopefully do what you need. There are other free programs so if these do not work there are others and then there are the programs you purchase. Just remember you are changing the framerate and so quality might suffer. You might consider buying a DVD player that plays PAL and NTSC.
