If over 1/3rd of a school's classrooms are designated "Special Education" how many more do you need before you can stop declaring them to be "Special" and have to call out the not-Special classrooms as exceptions? I'm just saying...that's alot of Special Ed. classrooms.

Not sure how it works out there, but out here Music and Art are considered "extras," and exist only when there is money in the budget for them. As for special ed., there is often a small amount of money coming in for each student in said classes, so it's possible that even those who are borderline "fuckin' tards," to quote your wife, are nudged into those classrooms.
There are many problems with the "give them a proper education" argument, including getting the kids to school, making the kids want to be at school, making the kids want to learn at school, making the kids realize that college is available after school, plus any problems carried over from their families or backgrounds, such as parental drug use, families with poor education, and parents who perceive that education isn't important.
