Actually, that's a good point... probably wanted to fool us in the early stages, at the very least; maybe arise suspicions in some people to turn us against each other. It's possible they have something personal against the Congeries in particular.

Either that or the Congeries' pins were just the easiest to get a hold of at the time. Maybe they would've done it just as soon to the Legion as well. Hard to say at this point.

Perhaps it's because the Congeries would be the last faction that would be suspected, considering the image of the faction itself.
