Lisa its an interesting phenomenon. Ive noticed that as well while I have been taking my WWII history class. For example, Hitler took over the German government on January 30, 1933. Exactly 18 months later he killed all of his enemie in the "Night of the Long Knives". Im going to ask my teacher about this, but Im pretty sure it has something to do with official documents being signed or enacted towards the end or the beginning of a month.
