Do all flesh based organisms go through these elaborate, colorful displays to broadcast their intents to fornicate to whomever will pay them mind?

It would strike me there are much easier ways to go about things than this 'prom.'

The information that I have gathered from this world's communication network indicates that events such as this "prom" are used to determine if two individuals are optimal mates. I have not yet determined the precise criteria involved in this process. The available information on this subject is contradictory.

I agree that this method appears inefficient. It is possible that the individuals involved have not yet determined a more efficient method for accomplishing this task.

It's called a date. A date doesn't automatically lead in to sex immediately. Most people go on a lot of dates for a while before getting to that point.

... I don't know why everyone isn't filtering it though, I'll give you that.
