People move out... TXU stops billing... Nobody checks the meter, but since they never shut OFF the power (it's too expensive for them to have somebody shut off the power unless they know there's someone to pay a late fee, so apartments never get shut off), all the little things in the house/apartment keep drawing a LITTLE bit of power.
YOU move in, you tell TXU you want power. They start billing you. The first bill, no matter where it is in the cycle, is the CURRENT meter reading minus the LAST one, times their rate. So, you are essentially paying for all the power used in that apartment from the time TXU stopped billing the last resident until they checked the meter for YOU.
Yes, it's a ripoff. If you get satisfaction, please let me know how. I switched power companies, disputed the charges, and then eventually confused the hell out of the bill collector. So I saved a little money, but it was still a huge hassle, and I doubt you want to go through all that trouble.
