According to the riding map of Richmond, the vast majority of this riding is ocean. Unless we've given seagood the vote lately, that strikes me as well... kind of fishy.

Is a gerrymander an amphibious creature? :)

voting areas and bodies of water

Looking at an Elections Canada map ( http://www.elections.ca/scripts/pss/ListedByMap.aspx?L=e&mapid=59902 ),
it looks like that all areas inside Canada (including bodies of water) are included in a federal voting area.
