You have a point. I think the issue here is also that the agency in quetion, the MDA, is a particularly gutless one, with beauracrats renown for slavish devotion to the letter of every restrictive law. They would have no initiative to consider the case on its own merits, but would reach for the "Banned" rubber stamp as reflexively as they would the scissors to censor films.

The MDA's repressive instincts and bizaare logic was clearly evidenced earlier this year when it banned noted photographer Leslie Kee's book, Superstars, on the grounds that the book contained images of male nudes. When questioned, the MDA acknowledged that books with photos of female nudes have been allowed in, but asserted that it was because female nudity is more acceptable, while male nudity is not.
