In the condensed, simplified, dumbed-down version of Egyptian mythology that they teach in modern grade schools, yes, Horus is Ra's grandson, and Ra is the sun; however, Horus is still the god of the sun, much in the same manner as, in Greek mythology, Helios is the sun and Apollo the god of it (sometimes).
However! The Egyptian Empire was one of the most long-lived civilizations in the history of mankind, if not the most long-lived. Beliefs change and mutate. Therefore, in the some-four-thousand-years-long history of Egypt, it is only natural that beliefs about both Ra and Horus changed. Ra has been Horus' grandfather, Horus' father, and even Horus himself. Although this last may seem strange, it makes sense once you realize that the Egyptians had a habit of identifying Ra, the genitive power in their pantheon, with other gods, particularly the patron god of whatever dynasty was in power. In Horus' case, this wouldn't have been a hard step to take considering how similar Ra and Horus'
