I'll be one to say that you look *gorgeous* with extremely short/almost bald hair.

You should twist it when you're ready for longer hair. It's super fun and actually really easy. Just takes a looooooot of patience. I started twisting my hair about 2 weeks ago now, and just redid them on Friday. Here's the first time I twisted them, and here's the most recent ones.
Sooo for about $20 in synthetic hair and 9+ hours (it took me over 12 hours this time because I went overkill on the amount of twists, plus I have a cut on my thumb), it's totally worth it. The only person I let touch my hair out here wants $180 for the same amount of time and probably better quality, but dangit...that's too much. I just watched videos on youtube on how to twist them right, and there you have it. :D
Society is always telling people what their hair should look like. Ridiculous - our ancestors spent the last zillion years of evolution getting our hair to do whatever it does.
I'm with the others here - you're beautiful with or without hair, with your hair shaped and altered or natural. Heck, someday, you'll still be beautiful when you're old and wrinkly. While some people would just look old and used-up, you'll look like you've developed character and lived through history.
Your hair is part of your body, and your body is the vehicle you pilot through life. The things you do that make you feel like you've customized it, or accepted it, or styled it, or dressed it, or just felt comfortable in it will come across as a sign of your confidence, sense of self, or sense of whimsy.
You do what you want with your hair, whether for comfort, beauty, or to be different, or even (dare I say it) to fit in, and once it's your decision, people will pick up on it, and think it's okay.
