Where: Bank vault (makes a secure enough holding cell, I suppose. Especially if it looks anything like
this one.)
When: Early morning while the teams are searching. That brief time frame between when the Joker is caught and when the burial victims are found.
Summary: Harvey Dent and the Joker finally get some face time. Interrogation and mind games ensue?

Devoid of serving any other useful purpose, The Bank of Econtra's money vault was finally being put to use. But not as a storage place for anything precious or valuable. Instead it was acting as a temporary isolation tank for something the whole city would be glad to be rid of forever. Barren and dirty, the room was no bigger than a large closet and though its condition was just as poor as the rest of the city's structures, it was built for maximum security and was perhaps the best option for a detainment site other than a prison. Its walls, floor, and ceiling were solid reinforced concrete that completely blocked out all light of day. Its centerpiece, a sadistic criminal who basked in the silent company of two naked bulbs overhead.
Strapped tightly to a steel chair, sat the Joker, each ankle secured to a chair leg, wrists bound behind and chained to the back of the chair. Even the chair itself was tethered to the floor and gave an occasional rusty creak at the subtle shifts and twitches of its occupant. The Joker was perfectly complacent despite the circumstances, gazing around the empty space and humming idly as he waited.
If Dent was capable of any kind of truth, he would be stopping by soon to pay this prisoner a little visit. And if Dent was capable of any kind of fun, he wouldn't come without a loaded gun.
