At first appearance Matsuba comes off as calm, caring, and sharp-minded. He's not the type to act rash, or impulsively jump into things. He's cool and calculative, and usually successful because of it. His relaxed exterior makes him very approachable and not very intimidating, not that his initial aim is to scare away others in the first place. Although his affinity for ghost pokemon may contrast this.
Past the first impression and given his attraction for ghost pokemon adds a new level of dimension for his personality. While most would expect someone creepy or lack of morality to favor ghosts, Matsuba doesn't appear to possess any of these traits. Rather, he is very on the optimistic side and when the protagonist challenges him in a gym battle this is made obvious. Even after his loss and realizing that he isn't the trainer to draw Ho-Oh out, he still positive. Additionally he even encourages the protagonist to go forward. This shows how supportive he can be when the situation calls for it.
Like many of the good trainers, Matsuba also respects and cherishes pokemon for what they are. Granted they are mostly of the ghost variety. In fact, he is so in tune with the pokemon and their feelings that in the anime counterpart he easily befriended the Ghastly and Haunter, so much to the point where he even understands them. Likewise the ghost pokemon understand him just the same and together they hold a small alliance in protecting the Burned Tower. He is a legendary pokemon follower with Eusine. The two are usually seen together on their hunts and seem close. He is Matsuba's closest friend.
Matsuba is as eager as he is encouraging. While he may not jump into serious battles blindly, he will confidently dive into pokemon battles all in good spirit. In game after the protagonist defeats him, he is willing to host a rematch if it means he'll be victor. After the second defeat he still is not discouraged from becoming a better person and stronger fighter. It's believed that his pokemon hold similar views because of his choice of words during battle. Instead of "I" or "me" it is "we" or "us". During the gym battle one phrase his says "We've got more discipline than anyone else!"
He also believe that he holds similar, if not the same potential as the protagonist. Matsuba holds a lot of respect (and envy) for the protagonist, so much so that he is willing to go the distance to help them if it means they'll come out successful. During his call he mentions that there are gym leaders even stronger than him and proceeds to comment they like him, they're cheering the protagonist on. Matsuba constantly trains while still bearing in the mind the health and sanity of his pokemon. It's no wonder they love him so much and why he's so in tune with them.

STRENGTHS:
Physical:
Morty doesn't bear special powers or techniques and isn't very physical in general. Like most of the pokemon trainers in his world, the pokemon do the fighting for him. Not to say he isn't strong. It's plausible he is as strong as someone his age and weight should be. Need there be a person he has to carry, he is probably able to do it. Even something as silly as moving furniture is probably within his means assuming his ghost pokemon don't try to aid him.
Just as plausibly, he's not very lazy and always moving around. Matsuba is hardly seen around his gym because he's always moving around. Giving firm belief that he is physically active. While he not be very fast or move for ridiculous amounts of time, he is still capable of traveling when needed. Possibly because Eusine is always eager to study about legendary pokemon with him.
With his Pokemon - His pokemon are ghost types, so physical attacks don't affect them, and they generally hold a strong resistance to most other types. They're even the preferred type against physic pokemon. This makes them a valuable asset against battles against psychics and fighting type pokemon.
Mental/Emotional:
Again, Matsuba is generally an optimistic person and a defeat wont get him down or keep him down. He's always looking to get stronger or become better. Anything he sets his mind to is within his reach. Just his speech alone proves how positive he can be and how willing he is to go the distance. Along with this is his caring nature and will to protect those others wish to harm. Such as Ho-Oh.
Matsuba is ambitious. He dreams with his heart and his mind, and with his pokemon he's capable of anything. Whether it's a pokemon battle or just cheering someone on, Matsuba is genuinely kind person. Once he recognizes those with potential he holds them in high regard and supports them every step of the way. There is a lack of sarcasm with him and he generally bears no ill thoughts to speak of. Contrary to the anime (which goes more in depth of his character) he does manage to hold little, if not, no respect for those who wish harm on others and on pokemon.
Matsuba places a lot of trust in his pokemon. Likewise they hold the same for them. Their inseparable bonds are a strength all on its own. Matsuba holds so much trust for them that when out of their pokeballs he relies on them to scope places he's incapable of traveling and return with details of their outing. (This is also why he was made to believe that he could draw out Ho-Oh.)
WEAKNESSES:
Physical:
Matsuba is by no means special in a physical sense. He holds no immunity towards attacks of pokemon or magic for that matter. Like any normal human being Matsuba is prone to fatal injury and death, nor does he hold any special talent with any weapons (or so its been revealed or lack there of.) It's likely he would never battle himself unless the situation was truly dire and on the act of survival instinct.
Having said that, he is very vulnerable to anything a normal human should be. The attacks of other pokemon are no exception to this. It's only fortunate that his pokemon are likely protective of him because of said bond, like most pokemon with their trainers. Not to mention, without his pokemon he's pretty weak.
With his pokemon - Ghost types generally don't have a very high attack rate, and therefore don't take off a lot of health with attacks alone. They rely on special-type attacks to deal adequate damage or weaken the status of the opposing pokemon.
Mental/Emotional:
Matsuba is vulnerable to falling victim of most things. Because he's so kind and caring, if someone or something were to hold a hostage of some sort, he will likely not act. (Though it's not to say he wont rely on his pokemon for such matters.) Least to say his feelings could very well be his own weakness.
Coming from the pokemon canon, Matsuba hasn't been exposed to many things, or as many things as one his age should have been exposed to. You could even say he's a bit naive because of this. Just as physical as he is emotional, he is not immune to any sort of mind tricks or reactions of varied exposure. He's very susceptible to even the most "shallow" of things.

- Matsuba isn't as obsessive about Suicune as Eusine is.

This definitely wasn't Ecruteak or any other city in Johto for that matter. He was well aware, but still he couldn't place where exactly it was. The blonde gym leader tossed a pokeball onto the ground. It landed subtly before a ray of red shifted into that of a Gengar and thus one appeared. Matsuba smiled upon first glance as his Gengar grinned deviantly back at him and soared to his side. The pokeball retracted and returned to him just as well.
"Gen?" Matsuba faintly chuckled. "You don't recognize it either? I didn't think so." He glanced around, Gengar doing just the same. "Gengar, do you think you can search around the place?" The purple pokemon nodded and flew off in search of answers. He was neither the type to stick around and wait or do nothing. Matsuba, too, started to look around. During his invesigation he discovered that he was not only underwater, but that there was a city abundant with life. Near the barrier he could see the animals which bared no recollection to him swimming around in the sea. That told him a few things, this he was confident about.
Not long after his Gengar returned, wearing the same grin it left with. Perhaps even wider than before. Matsuba was eager to hear his findings. "Gengar. Gar gar!" Matsuba pinged as his pokemon both spoke and charade at him. His brows raised in interest. "There are other trainers here?" The ghost pokemon nodded and pointed back toward the village. If anything he would be able to get answers out of them regarding his situation. "Gengar, do these pokemon look familiar to you?" Matsuba asked out of curiosity as he gestured toward the fish swimming outside of the barrier. The ghost pokemon gave them a good look before shaking his head. No. They weren't familiar. "I see. It's very likely we could be in a different region then." How this came to be was still a mystery.
The blonde gym leader smiled contently, Matsuba was taking this surprisingly well for something as mind blowing as this. "Come, Gengar. Let's find those trainers and figure out what's going on." Gengar snickered deviantly before following alongside Matsuba as they make their return to the village.
