Because the military thinks that they need me more than the Amestris does. This sort of thing isn't terribly uncommon.

So, if you're in the army, you get sent to different places a lot?

That's correct. In fact, some people join for that very reason. It's the only way for them to travel and see Reial outside of their hometown.
