Your points all make sense, but there was already a vote on this. I'm not supporting changing a majority vote without the consent of the rest of the citizens.

We're working with what we have, and what we have is a majority vote that he be jailed.
There's also the concern of if he does decide to do this again, I'd rather know immediately. Even if he does break out of jail, that still gives us more warning than if people just go missing. It would take far longer to recognize an exiled murderer back in action than it would a jailbreak.

I have ways of being sure to know whether or not he restarted the sacraments in a less dangerous and more efficient manner. A jailbreak would entail injuring any guards present at the time as well as possibly allowing other individuals currently jailed to escape.
