I think I'm going to go with the missile. It looks like a missile spinning out of control (not that I've ever seen one, but here's a model of a staged rocket doing the same thing), and there's no clear motive for anyone to cover anything up - except the Russians initially, who may not want to go out of their way to promulgate their missile test failures.

I am not entirely clear on whether TEQUILAsunrise actually projected electricity into the atmosphere, or just used the antenna as a receiver to measure extant charges. The HAARP experiment consisted of supercharging the atmosphere at 3.6MW, whereas EISCAT can only channel 1.2MW. According to your Naturenews article, the most EISCAT could do, if they were running a similar experiment, is make weak sparkles in the air. Imagining for a moment that they did have more power, though, it seems unlikely that the spiral could result from the same experiment: The HAARP "bullseye", which was irregularly shaped, was the result of pockets of partially-ionised gas being ignited into plasma. The spiral is too regular in shape for that to seem plausible ( ... )

I thought the argument for a malfunctioning rocket was pretty convincing. But if it is caused by a ground-based ionospheric excitation then they'd have to have some pretty crazy power behind it to be that intense and visible. The HAARP's experiment was barely visible. This was bright and seen by a huge swath of people. The only artificial aurora I've heard of near that bright has been caused my nuclear testing in the upper atmosphere. (http://en.wikipedia.org/wiki/High_altitude_nuclear_explosion). And I don't think the site in Norway can output that kind of power. At least I hope it can't.
