Bush can until he's out of office, yes. And Congress is going to need to push while he's in office, because the current Justice Department policy seems to be that the President has ultimate power.

Of course, even then things get weird. Bush has made it clear that he'll pardon, or at least commute the sentences, of any of his flunkies that anything sticks to.

I wonder if his approval rating can actually go lower?

As for Rove, I'm pretty sure I know what his game is. He's getting out of the Bush administration, and setting up to pick a new King. I remember reading that he fancied himself something of a King-maker, able to choose or destroy candidates at whim, so I would not be surprised if he jumped behind one of the Republican candidates in a couple months, just as the primaries are heating up.

Well, it's a strange situation because the man in charge of arbitrating the procedure is one of the flunkies under scrutiny. Something's gotta give.

As for his approval rating, I doubt it. I think anyone who doesn't hate him already is quite thoroughly brainwashed.

It disturbs me that a Canook such as yourself knows more about american politics than the majority of my university classmates. I suppose that explains a lot, though.
