There are many lofty reasons for health care reform in this country. Some of them are based on the comparison between our national output for health care and that of other western countries. Sec 1233. Advance Care Planning CONSULTATION eggcell August 1 2009, 15:22:49 UTC
This provision ensures that a patient can discuss options with their provider and the provider can be paid for the consultation, It is not meant to end life sooner. Though the republicans are certainly getting a lot of mileage out of the fear misinterpreting it brings.

I am not sure about Sec 102.
