I'm tempted to agree. For further evidence, consider how radically different the series became after the first book, when Herbert really went into the sci-fi in his sci-fi concept.
Although, on the other hand, most of the similarities you're bringing up are given strength by the film. The book seems to be oriented more around the political/religious angle.
