Is it cheating to use the same paper in two different classes if the assignments are the same? And yes, I wrote the paper myself.

Course it isn't, if they gave you the assignment twice then it's just your good luck. If you did it from scratch again the chances are it'd turn out almost the same anyways so...

I've been wondering the same thing...I have to write two research papers for two classes, but they both have the same topic. :x

But, just to reiterate... I don't think it's cheating. You wrote it yourself, that's all that matters.
