How to start your research topic?

Well, lets give this a try, shall we?
So, I was totally confuse on how I'm going to start this. First of, I don't even know what's my area of interest for a research paper. I used to feel like risk and mitigation measure was quite a good topic to begin with. But to start on a research of 'the roles on FM on risk mitigation measure of an apartment building' seems pretty much too dull for a research topic right? (no offence!) I have always been wondering to why there's always the case of building caught on fire over the years. Is it due to the neglience of the building safety? Or was it because of the poor fire fighting system mechanisme?

Quoting from the tragedy of the Grenfell Tower, thus they discovered about the alteration of materials on the building component. It was quite a good topic to venture into. Or should I just concentrate on the sustainable component in Architecture/ Interior?. The last topic that I did was actually the barriers on sustainble design on designer workplace. I was keen to tackle the issue on why most of the designer office itself can't actually have a green office on their own, whereas they might be striving to achieve one for their own client. Is there any barrier that made them reluctance to change their workplace into a more healty working environment?. That's what interest me the most.
