Okay, well the neutrino interaction cross-section is twiddles-not-a-lot. And they come from fusion in the sun's core. And you want to crank that up by some same implausibly large linear factor to drive heating in the Earth.

Right.

Pass me the suicide pill please. No amount of himalayan des-res is going to protect me from the imminent case of sun-go-splodey-boom....

Seriously, neutrinos CAN do the damage [Go read Stross's Iron Sunrise - it's VERY good!] but only in the direst of circumstances. The only ark that'll help you then is one with ftl capability.
