It sounds like the island is in need of a "take back the streets" type of movement from the residents. This seemed effective in combating part of the mob, and later on in history against gang war fare. First get honest politicians and most importantly those involved in law enforcement. Citizens have to be active participants, not live in fear and avoidance. They should start grouping up. Neighbor with neighbor, then teaming up with police to take down the drug rings. Why is everyone running around with a gun over there? are gun laws lax, or is there just a lot of illegal weapons that people aren't cracking down on.
Main thing, eliminate the fear. Fear keeps honest people quiet, and drug pushers very, very happy.
