CHARACTER RELATIONSHIPS
Amanda Young is a constant source of aggravation and anger. He expected a peaceful death. He expected to be reunited with his loved ones and to have the opportunity to kick a few asses in the process. Instead he's stuck on a space boat with one of the people who helped drive him crazy. Rest assured, interaction between these two should be closely monitored as it would probably take an act of god for him to admit she and he are the same and therefore should work together to heal.
Amanda Young-Competition
Dick Grayson carried him down to the infirmary when Amanda had killed him. After several talks, Hoffman resolved the opinion that Grayson reminds him of several of the people he knew on the force...which makes him hate himself and what he's become. Every single time he talks to Dick, he has resolved to play the part of the wanton criminal in the hopes of covering the guilt he feels about changing and becoming the guy on 'the other side of the table' He reminds him of Gibson (except he's much more competent) but mostly of Fisk, who was a friend and tried to warn Hoffman, along with Rigg, of just what he was becoming. Hoffman hates that. Consider yourself on his list Grayson.

K was one of the first people on the barge to ask if he was okay and therefore deserves his respect. He's regularly communicated with him, and this has encouraged Hoffman to think that while most of the barge wardens are incompetent he might be honestly wrong and should give them another chance. K hasn't made his list of "people he'd be sad to see go" but he's close. This is because Hoffman is waiting for the other shoe to drop, he can't help but regard this as a typical prison and therefore these people are trying to manipulate him somehow. He considers K a nice guy bordering on friend, but at any moment he could turn into an enemy.
He sincerely hopes that's not the case.
Agent K-Frenemy
Hoffman and Howie had a pretty long conversation about where he was coming from. Things in Howie's past kept reminding Hoffman intently of things that he himself had done. He spent a good portion trying to justify his actions and explaining that all he had wanted to do was help people to which Howie responded, "...But you were wrong.". Hoffman respects straight forward honesty-or at least he used to before he became a jigsaw apprentice. He has yet to make a final judgement on Howie-the man reminds him of Gibson. He's frankly not worth Hoffman's time unless he antagonizes him in some way.
Sgt. Howie- Barge Gibson
Hoffman introduced T'Pol to Dr. Seuss (as far as he's concerned). He takes credit for people checking out things that he suggests. Besides, she's an alien, and aliens are cool-he's never met one and as long as they don't want to suck his brains out that's just dandy. He's interested to see where she's going-but it's purely professional. She's not even on his radar, but it's interesting to see people who rely on logic. Could go either way, he could ask her about Vulcan culture or...she could end up a target.

Martha Jones witnessed Hoffman at his weakest, namely, trying to escape the infirmary after Amanda killed him and taunted him from Zero. This earns Martha a place on "Hoffman's list of people you don't fuck with" despite her probably not wanting to be on said list. This is partially because he is genuinely grateful (however, he doesn't believe she'll keep what he said to herself) and partially because...well, if you can keep your eye on people who were kind to you they're less likely to turn on you.

Saito is someone he doesn't know much about. On the one hand, the man saved his life during the wasteland port. On the other hand, he went from not knowing the guy to having a crush on him, to the guy passing on Bushido poetry. While he's not entirely sold, he likes the principles, and he's not yet trying to shove them down Hoffman's throat. He gets the guy wants to help him, but he's not a lawyer or another cop...however that's almost refreshing. His goal is to find out just what Saito's deal is but given that he saved his life, Hoffman gives him a place on the list.
Just don't, y'know, abuse it.

Claire Bennett and he have had few interactions, but she's been kind to him. This, Claire, might be your downfall. Hoffman is finding himself with an interest in making sure she's okay because...she's been kind to him. While it's nice not to have someone wanting to kill him, he regards her as someone who might need potential protection. This could go either way, once again Hoffman likes having people in his debt and people who owe him favors. If people accept this, that's fine.
If not, they end up on his list of people TO fuck with.

Hoffman has begun to turn back into himself with the introduction of Drake Stone into the equation. Drake does not seem like the brightest bulb in the drawer and mentioned something about doing actual magic. While Hoffman takes this for bullshit, there's always the off chance (given where he is) that it's TRUE in which case he'd steal the ring himself and take control of the barge.
As it is, Drake seems willing, and appeals to Hoffman's ego "That's so cool!" especially in regards to Hoffman killing Peter Strahm. He might still kill Drake, that's up in the air, but right now it's proving useful to have someone finally-FINALLY-tell people just how great he is.

Slade is an unknown variable. He's offered to train Hoffman, to which Hoffman is duly grateful. What will this guy want in return? Why is his name Slade? Just what could this mean for the bar at large? Only time will tell.

Edward "Eddie" Nygma called him stupid. Amanda calls him stupid. Nobody calls Mark Hoffman stupid. Ergo, Eddie is on his "Fuck with" list, and he will be watching him right up until it seems weakest, then the guy (with mun blessing) will most assuredly be getting fucked with.

Still not sold on Rex, but the dude got locked up by a guy who Hoffman does not like. Ergo, he's going to keep an eye on this guy. Might be something useful he can use. Might not. If he were ever to find out who Rex associated with ((IE-Amanda) then chances are that would make Rex a target on his "Fuck with" list. Only time however, will tell.

CANON RELATIONSHIPS.
SWAT Commander Rigg was Hoffman's best friend on the force. The two backed each other up regularly, it is assumed they knew each other on a personal level (Hoffman defends him, knows his wife's name and knows that he's remodeling). When Rigg fails his test, Hoffman is disgusted. Rigg is the one person he wanted to be truly saved and Rigg failed. If there was one thing that contributed to his anger further, it was Rigg and the way he had faith in him and his faith had ultimately failed. Fucker.

It is never specifically stated in canon that Eric and Hoffman have any connection in the slightest. Most of the conjecture drawn about Hoffman is taken from two lines. "You and your whole crooked department" (Strahm) "You keep me posted" (Hoffman to Fisk). Head canon states that Eric and Hoffman knew each other and were friends right until Fisk and Eric were investigating Angelina's Murder and Eric created the technicality that resulted in Baxter getting off.

Detective Alison Kerry was the only female detective in Homicide (apparently). It is discovered in the SAW II game that Kerry had a bit of a reputation for being a slut and sleeping around in order to get promotions. Kerry dies in the Angel trap.
What I have a sneaking suspicion about, is that Kerry, in an attempt to gain a position, slept with Hoffman. Obviously, his interest in the Angel trap-along with fucking with Amanda was to get revenge on Kerry-but that's pretty much head canon.

Agent Strahm is the only person who has ever come clos eto capturing Hoffman legally. After the Gideon incident, Strahm tracked Hoffman's movements and learned that he had been assisting from the beginning and was the one supplying John Kramer with information on the cops and victims in Kramer's games. Resolving to catch him, Strahm went to Hoffman's house and fought with him in the glass box room. Hoffman, safe in the box, survived while Strahm was crushed to death-proof that Hoffman would be the last man standing.

Jill Tuck, wife of John Kramer, mother of Gideon Kramer...tried to kill him. He was doing just fine, attempting to work things out and she tried to execute him claiming that it was "John's Will". After surviving, he embarked upon a personal vendetta where he killed half his precinct to put her into a bear trap that eventually killed her (showing the audience finally how it would work)Jill was avenged by Lawrence Gordon, who made thousands of teenagers weep when the end finally came for Mark Hoffman.
Jill Tuck-Bitch. Status: Dead.
"I am the man you call Jigsaw." John Kramer saved Hoffman from becoming a joke (and eventually becoming caught) but manipulated him into doing the heavy lifting and into catching the suspects. Hoffman unconsciously realizes this but refuses to admit it, still calling him "John" when everyone in his department called him "Jigsaw".
This is demonstrated in the way he talks to Pamela Jenkins in VI.
