Timeline: I am taking him from after the events of Advent Children/Advent Children Complete, about six months or so after the movie.
History:
HereCharacter Personality: Reno is, above all, a professional. He may be lazy and cocky, but when he is given a job, he will see to it to the best of his abilities in most situations. There are a few, rare cases where he won't be in the mood for fighting or whatever, though these usually occur when he sees no point in fighting. Reno is also a bit cynical, and is pleasantly surprised when situations turn out better than he had planned, such as the influx of Shin-Ra employees returning after the destruction of Meteor. He's optimistic about some things, but in general, he views the world expecting something bad to happen.
While being a lazy, cocky punk is one of his specialties, Reno is also extremely serious. He is aware that his actions as a Turk and a Shin-Ra employee affected the world negatively, and does feel some remorse for helping destroy the Planet like he had. However, he also knows that he was simply doing his job, and doesn't feel remorse for any of the murders he had to commit. If he did, it would affect his job, and that is the last thing Reno will allow to happen. Even when he doesn't feel like fighting, he will if he is on the job and was ordered to, though he's more reluctant to fight those who helped him out of a tight spot, such as helping to save his coworker (though the extenuating circumstances at the time might have played an important factor in that decision). He's also prone to lecturing the newbies on what's appropriate behavior for a Turk (spoilers: it's not going after every target ever, whenever they show up, despite what Elena might think) and appreciates the value of the unspoken word.
Reno is frequently the butt of many jokes; he has a tendency to fail in hilarious ways as often as he succeeds. Getting locked out of rooms during important conversations, hitting his partner with his nightstick, and getting a little kid's hand stuck up his nose are just some of the more hilarious examples. These things usually don't bother him, though. Reno is fairly playful when he's not killing people, and can laugh at himself pretty easily. Not as easily as he can laugh at others, but still fairly easily.
As mentioned, Reno is horribly cocky. He smarts off to almost everyone, and appears to think he's hot stuff. Being the second-in-command of the Turks, the fastest Turk, and being rather attractive, of course, has given him every reason to think this. He's one of the best, and he knows it. As one of the four Turks that Rufus Shinra seems to trust, Reno is--or was, when the company was still running--top of the ladder for his career track, and while he was cocky even before then, becoming a big man on campus, as it were, certainly didn't help. He knows that no one will mess with him, and there is little he loves more than rubbing it in their faces. Even when the chips are down, he will mock and scoff and taunt, if only to save face. He also has absolutely no sense of shame. This might be tied to his cockiness, though even that can't explain some of the things he has said or done without being embarrassed (apparently flirting with his long-time coworker, for one). It's possible that Reno either really doesn't care what others think, or it's all a ruse to get you to focus on him and let his more discreet coworkers do their job; it's probably both, though.
Reno is also horribly lazy when off duty. Unless there is a damn good reason (and he'll tell you if it's a damn good reason), Reno will not do any work once off duty. He would much rather drink or screw around than even think of doing paperwork away from the office, and really, there's no point in killing people if you're not given any orders to, since that just makes bar-hopping extremely awkward when you run into someone whose mother you killed off the clock. Working away from the office messes with your social life, and causes too much stress for Reno's tastes, so he'll go to extreme lengths to avoid working off the clock unless he absolutely has to. There's a time for fun, and a time for work, and those two don't make a good cocktail when mixed. When he is on the job, though, he's deadly serious. He has a tendency to say things without thinking, and can easily go from laid-back to serious if provoked.
He is also extremely loyal. He returned to Shin-Ra in spite of the fact that it was effectively destroyed, and was more worried about his partner Rude when the helicopter they were in was about to crash than he was about getting off the chopper. When Rufus was asking Cloud to help them during the Geostigma and Remnants crisis, Reno&'s first (and only) suggestion was that if Cloud helped them, they could rebuild Shin-Ra, showing just how loyal (and how stupid) he can be. He is reluctant to leave a coworker behind, and generally won't if he can help it.
He does have a rebellious streak, and seems to be prone to acts of sadism, but in general is a laid-back guy. His uniform is always messy and rumpled, and it always looks like he just came in from a one-night stand (and on more than one occasion, probably has). However, this same messy man is the one who brought down the Sector Seven plate, killing thousands of people without batting an eye. He had no problems going after Aerith repeatedly, and ordered his lackeys to shoot at her and Cloud when they were trying to escape. He repeatedly fought AVALANCHE, though he harbors no ill will to the former terrorists. Like the Turks, they were just doing what they thought was their job. He can respect that.
Character Abilities: As a Turk (essentially the black ops of Shin-Ra), Reno is skilled in various forms of combat, piloting, bomb making (though he prefers to leave that to Rude), and killing people in general. He is also decent with technology, and is a quick-thinker. Specifically, Reno uses an electro-mag rod, essentially a baton with an electric current. He is incredibly agile, able to scale small buildings with ease, and is very good at generally beating people up for a lanky redhead. When in the cockpit of a helicopter, he might pull a few fancy moves, but is very skilled and possibly at his most comfortable.
Outside of combat skills, Reno is fairly good with people, though not to the extent Tseng is. It is also implied he possesses some leadership skills, since he is the number two Turk, though that position may simply come from the fact that he can easily mess anyone who annoys him up, and badly. He is also intelligent, being the Turk they sent to set up bombs and to release the Sector Seven plate.
Character Weaknesses: Reno is cocky. He doesn't usually overestimate his abilities, but he does tend to underestimate his opponent, and when this happens, he is prone to losing in embarrassing fashions. His loyalty to Shin-Ra and the Turks is another weakness--unless specifically ordered, Reno will not leave someone behind, and threatening the President is a good way to distract him. (Then again, pretty explosions, or a nice pair of legs could also work, but not as effectively, and only when he's off duty.) As a Turk, he tries to limit his weaknesses; this in turn has become a weakness. Proving that he is weak could potentially distract him from the situation at hand, or annoy him enough that he lashes out emotionally.

Why your character should be a Weapon: As a Turk, Reno is more than used to being someone's tool, and in fact finds it familiar and easier to work with. Being a Weapon wouldn't faze him in the slightest, and he'd probably find it hilariously appropriate.
What is your character's Weapon form?: Reno would turn into his EMR, a nightstick that extends to a length of no greater than two feet with an electric current running through it. He would have the basic ability of adjusting the strength of the current based on how strong the resonance is--the better the resonance, the stronger the current, and it can be adjusted to the various levels, with the highest level corresponding to the level of resonance. His second ability, only available with decent resonance would be something similar to a move used in the beginning of the original game: the Meister would be able to lock the opponent in a pyramid that prevents them from attacking for anywhere from a few seconds to a minute, though the pyramid can be broken by a physical attack. His third ability, which would require a lot of resonance, is the ability to absorb electricity (be it an attack or just sticking him in a socket, hence the degree of resonance, since he would have to trust them a lot to let them stick him a socket) and send it at an enemy.
