Apparently California is claiming copyright to its laws. How can it expect a citizenry to abide by laws they can't have unfettered access to?

Wow, that is stupid. I thought that government stuff couldn't be copyrighted, but that might just be for the federal government, so maybe states can do it differently. It definitely goes against the whole idea of a legal system though, never even mind modern democratic rights.
