The question is. If the election is that close on the popular vote do the republicans complain this time since the election will in all probability have a swing to it exactly opposite as the previous two where the percentages were fairly close but the results were in another direction.
They'll complain anyway. But Bush lost the popular vote in 2000 and only took 50.7% in 2004. If Obama breaks 51%, he'll have more of a "mandate" than Bush ever did, especially if he also gets 300+ EVs spread all over the country.
