So, I've got this piece of furniture, not really a dresser as it has only drawers on the bottom and shelves on the top - maybe a small hutch? - and it's going to hold my tea stuff and sit in the dining room. From my experience redoing my front door, it is best to sand it first, then use a wood conditioner, then stain it. Not sure if this works for paint as I used a wood primer. The wood conditioner protects the wood and helps the stain go on evenly. If you are painting, you definitely want primer first. Use a very fine sandpaper in between coats. I preferred the look of a roller vs. paint brush when I painted the inside of my door white.
