Hilariously, in Canada, we get to not only pay much more than Americans for the same books (e.g. a mass-market paperback in the US is $8; in Canada (before hefty Canadian sales tax) it ranges from $11 to $15 for the same length and type of paperback, for no apparent reason), even though our dollar is nearly at par a large percentage of the time, and as a bonus, most of our books have both prices on them. With the US price first, in big bold font.
We also have weird book-import laws when it comes to the US. To protect our delicate culture from American influences. ;)
I don't even buy ebooks (we, too, are prevented from buying anything but, well, books from Amazon), but I am having difficulty feeling the outrage over fifteen whole dollars. o.O
Baen should work for you - and they have free ones. :) But yeah, the whole 'if you are outside the U.S. you do not exist' thing is *really* getting on my nerves. For crying out loud, I WANT TO GIVE THEM MONEY. Why won't they *take* it? It makes no sense!

This is why I always leave room for books in my suitcase when I go to the U.S. Lots of room.

I recommend Powells, if you are ever in the U.S. Biggest bookstore in the world, and they have used books that start at a dollar or two.
I've never tried to order online from them, but I'm told they do do that...
