I'm not sure what you mean by phonetically; phonetics has nothing to do with translation from one language to another.
What you did was a word for word translation, and it doesn't really make any sense. Translated back into English, it says, All I it-is-necessary be love," except that pân should contain a long a. Unfortunately, we don't know a verb for 'to need'. Boe is an impersonal verb meaning 'it is necessary', and an impersonal verb doesn't work in that sentence. The best I can do is transcribe the English into tengwar.
