As for laws, we've tried to get something in place, but I think most of the populace either were concerned with other matters, or were afraid that anyone with power would abuse it. We could try and set something up again -- I know General Iroh suggested a town meeting, but I don't know if anything ever came of it.

Well, I'd say that regardless, it needs to happen. It's kind of clear that we're here to rebuild, and not choosing leaders and making laws is going to hinder that process. We're moving backwards if we just let things be.
