Science fiction is not about the technology it employs so much as the alienation it creates in order to explore different facets of human nature. By separating humans from the environment in which we know them, we can make a genealogical move and try to separate out what it is in our nature that is formed, and how it is formed... and how we can continue to grow and change. The line between fantasy and science fiction is not as sharp as many (mostly on the scifi side) like to pretend it is. So yes, you can write scifi without understanding the technology. Scifi is a place for exploration of possibility, both with technology and with life, and you don't need to already have a grasp on either in order to write it- in fact, the more you empty your cup, the more you will discover in your exploration.
