Some states (like SC) never bothered with a state-level minimum wage since their is a federal minimum wage (currently $5.15...), and it is federal law that employees benefit from whichever of the two (state or federal) is higher.
From my understanding when I was there for two months earlier this year, most of Oregon's unemployment problems come from the decline of the logging industry. I was also told that had a lot to do with the requirement of having someone pump your gas, so that it'd create jobs for all the out of work loggers.

The gas pumping was put into law because Oregon decided to be courtesy to customers and pump their gas. And some out-of-staters were confused, so they made it illegal to pump your own gas. Thus attendants, which I know have been there a long time before the logging industry tanked because my mom is anti-pumping one's own gas champion.
The decline of the logging industry happened in the late 80s/early 90s. (My uncle is a logger.) The tech boom of the late 90s brought jobs and lowered unemployment, getting Oregon out of a recession. Since the economic downturn under George W., Oregon unemployment rate has made record levels.
That's probably more than you ever wanted to know.
